A primary objective of the trade policy is to restrict import and help the targeted domestic sector.  
The US steel industry and textiles industry has received various types of trade protection over the 
past decades. The US steel market has been very competitive in the international market except 
for some period. During the exception period steel industry has to receive some voluntary 
restraint agreement. Other periods the steel industry was able to price their product above their 
marginal cost.
