Uniform Crime Reports is a crime-reporting program that contains the findings that the Federal Bureau of Intelligence disseminates. However, there are challenges facing the UCR. These are hierarchy rule and dark figure of crime. Hierarchy rule categorizes crime in the order of severity. Offenses are said to be committed singly as opposed to the likelihood of many offenses occurring at the same time. It is during the single occurrence of offense when the law enforcers categorize the crime as either Par I offenses (“US Dept. of Justice,” 2004 p 10). The dark figure of crime on the other hand is the term used to refer to crimes that have not been reported for various reasons.
