Black Economy
Black economy indicates about the businesses that are operating outside the tax system
and regulatory system of the country. The black economy is also known as shadow economy,
underground economy or cash economy (Commonwealth of Australia, 2017, p. 11). Individuals
and businesses in the black economy do not make any income disclosures, and they deliberately
make unde
eporting of the income compared to their actual income to evade the tax obligations.
These activities will not appear to be illegal without in-depth analysis and focus due to their
complex linkage with various activities that are illegal (Commonwealth of Australia, 2017, p.
11).
Black economies are highly prevalent in the small businesses that get more access to cash
and clients deal with their customers directly that provides greater opportunity for tax evasion.
There are various types of black economy present in the nation. Ghosts are those that are
operating their business outside the normal and regular system (Commonwealth of Australia,
2017, p. 12). These businesses are operating in the sharing economy. They are not reporting any
income and will generate cash income from their business activities. In other words, they will not
pay tax but will cause more trouble to the regular normal tax payers.
Black economy enjoys all benefits at the cost of the others resulting in the higher tax
urden on the people. It results in economic inequality illegal offshore wagering and money
laundering. It is not easy for measuring black economy of a country as on 2012 the ABS
estimated black economy to be about $25 billion per year and it 1.5% of the GDP
(Commonwealth of Australia, 2017, p. 13). It is present in all over the world and causing more
trouble to the entire economy.

Sharing Economy
In the United States, the facilitators sharing accommodation is collecting the tax for hotel
occupancy, and sales tax will make a direct remittance to the tax authority. In the United
Kingdom, an individual who is earning of £1,000 income from any of the economic sharing
activities will not be liable for the taxes (Commonwealth of Australia, 2017, p. 37). As per the
French legislation, it is mandatory to disclose a summary of revenues that pertains to the sharing
economy users will assist in reporting for their taxes.
Sharing economy is a relatively new development that might provide facility to the black
economy especially using circumventing over the various regulatory frameworks

advantage and will spur the innovation. Sharing economy will result in lowering the costs. There
is no clear clarity on how these sharing economies should report various operations, and they
