This course analyzes selected existing and proposed health policies from the perspectives of economic, sociological, and political theory; methodology; and models. Health care executives must be able to participate effectively in the development and analysis of policy, and in the political processes within which they take place.

In this course, we evaluate health care issues, strategies, and programs that are the subject of comparative analysis for public and quasi-public sector decision making. We examine alternative methods of policy analysis and take a look at the ethical dilemmas that arise in policy making and analysis.

For this project, select a current health issue important to the organization of your choice and propose a new health policy. Your proposal will take the form of a manual that can be used by a lobbyist to advocate implementation of the policy at the state or national political level. This proposal manual should analyze and synthesize data arguing for the implementation of your policy, and be supported by policy development theory.

It may be helpful to imagine yourself as a senior policy analyst working for a national or state health care organization. Choices include:

· American Medical Society.

· American Hospital Association.

· American Public Health Association.

· U.S. Department of Health and Human Services.

· Texas Health and Human Services Commission.

· Pharmaceutical Research and Manufacturers of America.

· Another large organization of your choice.

As part of your proposal, develop an informed answer to one or more of the following questions:

1. What tensions exist between protection of the public health and protection of individual rights?

2. How should scarce resources be allocated and used?

3. What should the balance be between expenditures and quality of life in the case of chronic and terminal illness?

4. What are appropriate limits on using expensive medical technology?

5. What obligations do health care insurers and health care providers have in meeting the right-to-know of patients as consumers?

6. What responsibility exists for the young to finance health care for older persons?

7. What obligation exists for government to protect the most vulnerable sectors of society?

As you work through the course, you will complete components of your proposal, with each component building upon the previous one, taking into account the literature and knowledge presented in respective units. You will begin by choosing a topic and developing a problem statement, and then forming an outline. Finally, you will write the policy proposal, integrating all the research and writing from the previous assignments.

The body of your paper should be organized into three sections:

· Section 1: Proposal Overview. This 1–2 page section introduces the proposed new health policy. Include your problem statement and lay out the background behind the problem. This section should show the reader why this issue is important, the rationale as to why the new policy is needed, and what you intend to accomplish with this new policy. The section should also include a literature review describing the theories underlying your proposed policy development. Be sure to provide the theoretical and practical support for your proposed policy.

· Section 2: Analysis and Evaluation. Analyze your proposed health policy from one of these perspectives: economic, sociological, political, or methodological models. This should be developed from your outline developed in Unit 3. This 4–6 page section needs to cover four elements:

o Synthesize how the social-political context is intertwined in the development and implementation of your proposed health policy.

o Evaluate your proposed policy using comparative decision-making techniques for health care issues, strategies, and programs.

o Analyze possible ethical dilemmas that may arise during policy development and implementation.

o Demonstrate your policy's proposed benefits.

· Section 3: Conclusion.The final 1–2 pages should synthesize the information presented in the Proposal Overview and the Analysis and Evaluation sections, and present a high-level persuasive argument on why your proposed policy should be accepted. This section should include the proposal's strengths and limitations.

3. Indicate how the results will be measured.

4. Develop a new policy to resolve or improve the identified situation you analyze.

5. Demonstrate the ability to survey and review appropriate literature in the area of health policy

To achieve a successful project experience and outcome, you are expected to meet the following requirements.

· The entire manual should flow together creating a coherent, persuasive argument for the proposed policy.

· Your document should be 6–10 pages in length, excluding the title page, abstract, and bibliography.

· References required.

Introduction
Diabetes is an increasing health challenge for the public in the USA. It is estimated that
around 79 million people have pre-diabetes in the USA. At the same time, people with diabetes
are diagnosed with the potential to develop complicated diseases (Bergma, et. al., 2012). So, it is
needed to set policies that promote healthy and nutritional diet & lifestyle, modifications in the
environment to encourage greater physical activity and make health care prevention affordable
for all people. It is important for public sector organizations for implementing accessible and
cost-effective programs and monitors the process to improve prevention initiatives. Thus, it is
needed to explore the additional cost-effective interventions to fulfil the needs of people. So, all
three sectors like government, public and clinical have an important role to develop and
implement this policy for the prevention of diabetes.
Background of the Problem
Diabetes is a growing health issue in the USA that influences both adults and children
and cause of several other problems such as blindness, kidney disease, amputation,
cardiovascular disease and premature death. At the national level, diabetes among adults has
increased three times in last 30 years. In 2014, total 9.3% population or 29.1million people had
diabetes (Babey, Wolstein & Diamant, 2016). At the same time, the number of diabetes patients
is increased by 35% in California between 2001 and 2012. At the same time, the cu
ent trends in
diabetes are facing issues with human and financial costs. Diabetes increases the risk of serious
medical complications as well as it is costly for families, businesses, states and nations. In 2012,
diabetes was estimated to cost $245 billion in 2012 which included $176 billion direct medical
costs and $69 billion indirect costs in terms of lost productivity.

In 2006, it was estimated that 60% of people with diabetes in the USA had one or more
complicated disease and treatment for diabetes-related complications costing an estimated
$22.9billion. The increasing number of both type 1 and type 2 diabetes in youth is the most
emerging issues in the healthcare sector. There are some data about the type1 and type 2
diabetes:
Type 1 Diabetes among Youth
ï‚· In 2009, around 167,000 people in the USA had type 1diabetes and less than 20 years.
ï‚· Approx. 18,000 new cases of type 1 diabetes are estimated to be diagnosed with each
year among youth who are younger than 20 years
ï‚· Non-Hispanic white children and adolescents have the highest rate of new cases of type 1
diabetes (Centers for Disease Control and Prevention, 2015)
Type 2 Diabetes among youth
ï‚· More than 20,000 youths less than age 20 had type 2 diabetes in the US in 2009
ï‚· Around 5000 new cases of type 2 diabetes are estimated to be diagnosed in youth in each
year who are younger than 20 years (Centers for Disease Control and Prevention, 2015).
ï‚· Rates of new cases are higher in the youth age group of 10-19 years than younger
children
ï‚· Rates of type 2 diabetes are higher among the youth age group of 10-19 years in some
acial and ethnic minority groups than non-Hispanic whites.
