Introduction
The issue selected for the development of policy of advocacy is AIDS/HIV in Indian elderly population. The organisation selected for the study is NACO. Indian population is among the largest population of the world. Around 0.26% of the India’s population is suffering from AIDS. AIDS is a deadly disease whose cure is still not available in the world. Its symptoms are controlled through therapies and medication to increase the lifespan of the person suffering from the disease.
There many governmental and non-governmental organisations are working in India to control the rate of AIDS and to help the people suffering from the disease. NACO is the biggest organisation, which is tirelessly working towards reducing the rate of disease in the country and help in improving the condition of people suffering from the disease. The following essay will put the light on the prevailing health issues, gives the background of the health organisation, which work for it, and developed the policy of advocacy for the disease.
1. Background of the Health Organisation— NACO
The health organisation, which works for AIDS, is NACO. NACO stands for National AIDS control Organisation established in 1992. It is a governmental organisation, which is a division of ministry of health and family welfare that work in the field of AIDS/HIV. They control over AIDS/HIV program in India through 35 AIDS/HIV prevention and control societies. It is the main organisation, which formulates policies and implements programs for prevention and control of AIDS/HIV in India (NACO, 2019). NACO, in every two years estimated the AIDS in collaboration with Indian council of medical research (ICMR). The first estimation of AIDS occurs in 1998. The recent estimation AIDS/HIV is conducted in 2017. NACO is working to spread the awareness among the people regarding AIDS. It is working for the sex workers and transgender communities who are highly vulnerable towards AIDS (NACO, 2019).
Vision and Value of Organisation
NACO has a vision of an India where every person living with the HIV has access to the high-quality care. They wanted to make sure that people suffering from AIDS are treated with dignity. They believed that effective prevention, care and support for the person suffering from the disease living in environment where human rights are respected and people who are affected from the disease or infected from the disease, live life free from stigma and discrimination (NACO, 2019).
As noted by Paranjape and Challacombe (2016), in India, there are several stigma and taboos attached to the disease, which make the life of people suffering from the disease, difficult in the country. This organisation work increases the awareness and removes the taboo related to the disease in India.
NACO has taken lead role in the country for helping AIDS patients. They have taken measures to ensure that people living with the disease get the high-quality access to the health services. This organisation has formed the collaboration with non-governmental organisation, women self-groups, faith-based organisation, and positive communities to
ing upliftment in the condition of the people. This helped in improving the access and accountability of the services. They are building the environment for the HIV patients, which stand in all responses for the epidemic (NACO, 2019).
NACO is committed to contain the further spread of the disease in India by building a response to reach the large and diverse population of the country. They provide accurate, consistent and complete information on HIV to the patients. It promotes the use of condom for protection, emphasises of treatment of sexually transmitted diseases. It motivates people in having responsible sexual behaviour (NACO, 2019). They believe that people must be aware, equipped, motivated and empowered with the information about the disease so that they can protect themselves from the impact of the disease. The NACO build the foundation of care and support which is committed to developed strategic responses for combating the disease in the country (NACO, 2019).
2. Health Issue, the Population and its Impact
The health issue selected for this organisation is AIDS/HIV in India. As per the India HIV 2015 report, it has been estimated around 0.26% of population between age group of 15 and 49 in Indian is cu
ently suffering from AIDS/HIV. 0.30% of males and 0.22% of females suffered from the disease. Among the population of India, some of the states show highest rate of diseases. Population of Mizoram, Manipur and Nagaland are more vulnerable towards the disease in comparison to rest of the population (NACO, 2019).
