ABSTRACT
In United States, government pays lot of attention to health. Sometime issues related to heath
ecome the topic of discussion during the presidential elections. After the second world war,
government felt the need of a law, under which the health of people can be taken care, as the
esult this, in 1965 government came with a Act known as Title XVIII of the Social Security
Act, in which government tried to cover maximum number of people, but they give more
attention on those people who were more than 65 years of age. With the course of time lot of
changes were made in this Act to fulfill the needs of the people. But in 2008, government felt
that, the old law is not adequate to provide full coverage, as majority of population was not
covered under any insurance. There were lots of drawbacks of old Act. People who were
suffering from preexisting diseases were not able to get any insurance cover from any
company. Similarly the premium rates were high and people were facing lot of problems
during claims settlement. To overcome these problems the government introduced the
‘Patient Protection and Affordable Care Act’ in 2010 after lot of discussion with all
departments of government.
The provisions of Act are made in such manner that maximum
people will be covered under health insurance. The age of dependents are also increased to
26 years and the government also tried its best include those people who are very poor and
cannot afford to buy the health insurance. All the provisions of the Act have not been fully
implemented as the government proposed to implement the provision in phased manner. The
government target is to include majority of the population under the insurance cover in
coming years.

Government imposed the 2.9 percent payroll tax on employers and workers established by
the (FICA) and the Self-Employment Contributions Act of 1954. In 1994 some changes were
made in this tax, and government made it mandatory for the self-employed individual to pay
entire 2.9% tax on self employed net earnings.
