Abstract:
For several years, the Insurance companies as well as politicians might claim that United
States had best health care systems in world. But due to the visibility of some of the major
shortcomings it has now become a difficult task for the Americans for accepting the coming
assertions. Lack of accessibility of the significant medical facilities and the rising cost of the
health service constitutes the real problem. Due to the uncontrollable growth of these two
factors there is a major portion of population which is losing health coverage and thus adding
to the increasing number of uninsured people in United States.
Legislation introducing Medicaid:
To the “Social Security Act” a new amendment termed as Medicaid was formulated by the
“Social Security Amendments of 1965”. Due to this addition “Title XIX” was added to the
ules. Under this program every state runs its own Medicaid programs and thus has its own
eligibility criteria for the service like quality, funding and age standards (Wallace, 2012).
“The Health Insurance Premium Payment Program (HIPP)” and “the Medicaid Drug Rebate
Program” were created by “the Omnius Budget Reconciliation Act of 1990 (OBRA-90)”.
