Introduction
The U.S has a unique health care system, which is often characterized by lack of direction, control, and central planning (Shi & Singh, 2011, pp. 5-7). An acceptable health care system should enable citizens to obtain cost effective health services when needed. Shi and Singh (2011) avow that the U.S health care system falls short of those ideals. The U.S health care system incorporates four main components, which are insurance, financing, quality, and delivery. The four functions overlap though the degree differs between government and private health system. Financing is imperative in obtaining health insurance and paying for health care services. Their employers finance most of the privately insured US citizens. Insurance is another component that is vital as it protects insured citizens against disastrous risks when they need costly health services. Delivery is a term that refers to provision of health services by diverse health personnel such as dentists, and therapists among others (Shi & Singh, 2011, pp. 5-7). The quality function is the last component that deals with delivering effective, safe, patient oriented and timely services to patients (Ulmer, Bruno, & Burke, 2010, p. 9). Understanding health care is imperative in offering high quality care to patients at a reasonable cost. This discourse aims at reviewing four new or pending health bills under each of the four components.
Financing
Financing is a vital component in the U.S health care as it allows patients to assess health services. There have been few pending and new health care bills. Among them is HB 5301-Medicaid Health Care Services, which was introduced by Hudson and Health Care Appropriations Subcommittee. It was enacted on 1st July 2012 (The Florida Senate, 2012). The HB 5301 bill contains various imperative provisions under Medicaid health care services. The legislation offers necessary statutory authority to the Department of Children and Families (DCF), Department of Revenue, Agency for Health Care Administration (AHCA), and the Florida Health Kids Corporation to execute health-oriented changes. The Bill directs AHCA to develop as well as execute a potential payment system for all Medicaid beneficiaries.
The bill is needed as it ensures equitable and fair reimbursement systems to all medical facilities. In addition, it guarantees that Florida taxpayers have a solid program mostly those who cannot afford insurance.
