A bill becomes a law in the federal level when the president approves the bill and signs it into a law or even when the congress votes to ove
ide the president’s veto and hence the same becomes a law. But in a scenario when the congress is adjourned and the president don’t approve the bill than the veto cannot be rejected. The major steps are: First conference report is approved by both the houses and the senate than the bill is sent to the President for his approval to become a law. If the president rejects the same than the house and the senate should pass the same by two thirds majority to ove
ule the veto and then make it a law.
The main differences in the legislative process between the two houses of Congress is their number of members. In the senate there are 100 members from 50 states with 2 per state for a period of six years where as in the house the member numbers depend on the population of each state and they are elected for two years’ tenure.
