The first law introduced in 1893, in which congress regulated the Safety Appliance Act in 
America. After that this law was amended for couple of times as per the requirements and for the 
improvements in order to provide safety related facilities for the employees along with some 
solutions for employer as well. Off late in 1969, once again, two bills were presented in the both 
chambers of Assembly. After that Democrats won in this fight; that was related for the bills of 
compromise bills and stricter democratic bill. Further, in the conference committee both 
chambers were agreed on this bill and this bill signed by President Nixon on 29 December 1970, 
but effected from 28 April in 1971.
