The menacing rise in the degree of gang-related problems in large and small cities, 
suburbs, and rural areas of the United States has enforced the U.S. administration to response to 
the gang problem by empowering the Office of Juvenile Justice and Delinquency Prevention 
(OJJDP) to deal with the issue. The Gang Reduction program of OJJDP is “designed to reduce 
gang activity in targeted neighborhoods by incorporating a broad spectrum of research-based 
interventions to address the range of personal, family, and community factors that contribute to 
juvenile delinquency and gang activity” (“Program Summary”, n.d.).  
The Richmond Gang Reduction and Intervention Program (GRIP) is a part of the effort 
rendered by OJJDP. It was funded through a grant that is delivered by the Office of Juvenile 
Justice and Delinquency Prevention. The program is being administered through the Office of 
Juvenile Justice and Delinquency and it is an outcome of a collaborative effort of the City of 
Richmond, and federal, state, and local partners and the main objective of this program is the 
wholesome development of the community. The primary objective of GRIP is to minimize gang 
activities in the targeted neighborhoods (“Gang Reduction and Intervention Program”, n.d.).
