itorial growth made the governing of the provinces reliant on the combination of centralized and local administration. The local administrations gradually declared their independence and revolted against the central power, which eventually led to the decline of the empire. In addition, the cultural differences in the different te
itories of the Persian Empire gave rise to regional as well as religious diversity, which devastated the unity of the empire. As mentioned by Tsuji, in case an empire comprises of different cultures, the scope for cultural conflicts remain high, i
espective of the effectiveness of administrative control.
    The Persian emperors such as Cyrus and Darius were very clever and had the understanding of the multicultural subject they were to govern. The vast expansion of Persian Empire had been a major problem from the very beginning and by keeping the religious policies flexible; the Persian emperors were able to keep the integrity of the regions under control and directed it towards a positive attitude development. However, the successors of the empire, namely, Xerxes did not have the ability of his predecessors, eventually leading to non-tolerance of the multiple religious and cultural sentiments and frequent rebellion, undermining of military power and eventual fall of the empire.
