Excerpts from Closing the Gap Report 2019
There are cu
ently seven Closing the Gap targets. Two targets, early childhood education and Year 12
attainment, are on track to be met1 (p.10).
ï‚· The target to halve the gap in child mortality rates by 2018 is not on track. Since the target baseline
(2008) Indigenous child mortality rates have declined by 10 per cent (not statistically significant)
ut the gap has not na
owed as the non-Indigenous rate has declined at a faster rate.
ï‚· The target to have 95 per cent of Indigenous four year olds enrolled in early childhood education by
2025 is on track. In 2017, 95 per cent of Indigenous four year olds were enrolled in early childhood
education.
ï‚· The target to close the gap in school attendance by 2018 is not on track. Attendance rates for
Indigenous students have not improved between 2014 and 2018 (around 82 per cent in 2018) and
emain below the rate for non-Indigenous students (around 93 per cent).
 The target to close the gap in life expectancy by 2031 is not on track. Between 2010–12 and 2015–
17, Indigenous life expectancy at birth improved by 2.5 years for Indigenous males and by 1.9 years
for Indigenous females (both not statistically significant), which has led to a small reduction in the
gap.
ï‚· There is no new national data available for three targets and their status remains the same as for
the 2018 Report.2 The target to halve the gap in Year 12 attainment or equivalent by 2020 is on

1 The final data points for targets set to expire in 2018 (child mortality, school attendance, literacy and numeracy, and
employment) are not available
2 The 2018 National Assessment Program – Literacy and Numeracy (NAPLAN) data were not available in time for
inclusion in this Report.

Introduction
Closing the Gap is the policy developed by the Government of Australia that works to focus on the problems that the Aboriginal and To
es Strait Islander people face health wise, education wise and employment wise. All this started with the Social justice report 2005 presented by Professor Tom Calma, who was Aboriginal and To
es Strait Islander Social Justice Commissioner at that time discussed Bertilone (2015). He mentioned that the differences need to be overcome to help improve the health and life expectancy of Aboriginal and To
es Strait Islander people within the next 25 years i.e. by 2030. The policy was to improve the living conditions for the Aboriginal and To
es Strait Islander people by the introduction and implementation of ideas and procedures said Bertilone (2015). A yearly report gives an update about the progress and problems of all the programs.
Closing the Gap policy by the Government of Australia works towards the betterment of Aboriginal and To
es Strait Islander people by many innovative programs discussed Parter (2018). There are many programs going on or completed in all different areas of education, health and employment. One such ongoing program is the Indigenous Health Education for Health Professionals. This program works through many ways to improve the outcomes of being healthy for Aboriginal and To
es Strait Islander people. Another program which has been completed is the Attracting More People to Work in Indigenous Health (Health Heroes Campaign). This program focused on involving skilled and semi-skilled workers for the betterment of Aboriginal and To
es Strait Islander people health considered Day (2016). This program focused on betterment of care quality that would be provided to the Aboriginal and To
es Strait Islander people.
Successes of program(s)
Indigenous Health Education for Health Professionals
Successes of the Program – the program aims to familiarize the healthcare workers about the health program, payments and services. This in turn helps reduce the gap of health analysis between the different groups of people said Jaravani (2016). Once the health care providers are educated they can further help the people improve their health outcomes. If the healthcare workers have knowledge, then they can further help the Aboriginal and To
es Strait Islander people decide about their well being and the actions they should take to improve their health.
The improvement in health outcomes of these people shows that this program is successfully running and helping Aboriginal and To
es Strait Islander people. Awareness about health and disease is the biggest factors for improvement of health outcomes mentioned Kildea (2016). The Indigenous Health Education for Health Professionals program aims to make the healthcare workers ware about the health issues and then this further improves the health outcomes of Aboriginal and To
es Strait Islander people.
Reasons for successes – The Indigenous Health Education for Health Professionals program have education guides, e-learning programs and infographics. The education obtained from these learning sources mentors the healthcare professionals in their work. The guide includes description of certain cases that help the healthcare professionals in increasing their knowledge about chronic diseases, mental health services, telehealth and other closing the gap facilities said Katzenellenbogen (2015).
There is also an availability of e learning program and the healthcare workers can acquire knowledge from their anytime and anywhere. The program covers Medicare enrolments, health assessments, health incentives and case studies about management of diabetes, asthma, mental health services and assessment of telehealth services said Cashman (2016). All these facilities are the reason that this program was a success in
inging down the gap between the health outcomes of Australian population and the Aboriginal and To
es Strait Islander people.
Attracting More People to Work in Indigenous Health (Health Heroes Campaign)
Successes of the Program – this program was initiated by the federal government of health and it focused on asking more and more Aboriginal and To
es Strait Islander people to work for Aboriginal and To
es Strait Islander health mentioned Doyle (2015). This system of work had success in the way that it wanted more and more people to work for Aboriginal and To
es Strait Islander people and also to make the government to become better in welcoming the health initiatives for Aboriginal and To
es Strait Islander...
