It is true that already huge loss have taken place in healthcare sector; USA and 
many other regions have invested massive amounts for delivering quality health 
service but desired goal remain unachieved. Preventive care strategy has been 
adopted to accomplish better health outcome; however, the challenge of 
resource allocation with increasing demand of healthcare services especially 
from low and middle income countries cannot be denied. For this purpose, 
priority setting strategy has been adopted by several healthcare organizations as 
it is crucial to design explicit process that will facilitate in striking a balance 
between robust planning and focus towards the goal.  
The priority setting strategy can be implemented in various ways such as burden 
of disease, disability adjusted life years, cost effective analysis to evaluate the 
value for money invested (Glassman, et al. 2012). However, several factors that 
cause constraint in the implementation process include lack of institution power, 
heavy reliance on outsider for finance and conflict in the priority setting process 
makes it difficult.
