Liberia was in a bad state during early 2000, the country had a bad dictator and was torn in war. US agency for International Development (USAID) funded an international humanitarian organization more than $2 million for allotting food and commodities to the citizen of Liberia. But it was soon discovered that two salaried employees committed a fraud of $1.9 million in that country where the per capita GDP of the country is just $128. 
The author was sent by the organization to Liberia because of her West African audit background. This fraud is considered as heinous since the fraud stars took the food from weak and vulnerable people and sold those allotted food and other commodities in the local market for their personal gain. They forged false documents to carry on the fraud. The fraud was being found out by internal audit. Fake signed waybills and fake beneficiary receipts were made.
