Introduction  
With increasing concern towards social determinants towards public health and inequalities 
in regions, there is need for evaluating the political nature of health care sector. This can be 
done by understanding three worlds of welfare and its application in different region 
(Baldock, et al., 2012). Previous analysis also showed that all policies implications are 
different in developed and developing countries, so in this paper also the application of 
welfare regimen will be evaluated in context to Oman. This discussion is aimed towards 
understanding various welfare regimen, its application and validity in today’s context.  
Discussion  
Three world of welfare  
At first, the concept of three world of Welfare was give by Esping-Andersen in the year 
1990; it includes three world of welfare regime as Liberal, Conservative and Social 
Democratic which have been segregated on the basis of three elements which are 
decommodification factor that helps in analyzing the dependence of individuals in the society 
on market conditions and availability, other is social stratification that is the way society is 
divided and the private–public mix which represent the family structure and role (Bambra, 
2007). Explanations for three welfare regimens are as follow;  
 Liberal welfare regimens have minimum benefits and strict mean tested procedures 
are followed; these types of policies are followed in UK.  
 Conservative are different welfare regimens which focuses more on differentiation of 
benefits on the basis of status, income and social class (Bambra, 2006); this structure 
is followed in Germany.
