The office of the chief data officer frequently has limited staffing, which hinders its ability to
achieve organization wide objectives. Most Nursing have only been in the role for less than
three years. In general, their offices have very limited staffing resources, often with only a
handful of direct reports. Based on Gartner's annual Nursing Surveys, and hundreds of
inquiries that Gartner Research has had with clients since 2015, this limitation is due to
udget constraints, approval of the office's responsibilities, or difficulties in getting the right
people. Consequently, identifying, prioritizing and justifying staffing decisions for the office
are key activities for the nursing. Therefore, by properly staffing the office, Nursing will
increase their chances of delivering healthcare outcomes to their companies.
For some organizations, these activities might be
and new, both conceptually and
organizationally, such as exploiting healthcare value in digital healthcare. Translating these
esponsibilities into activities and then into functional roles and job titles can be a complex
process.
It is even more complex when some of the tasks associated with these objectives already exist
in the IT organization or in healthcare units, and the staff is not realigned requiring matrix
coordination, such as data quality management or healthcare architecture. This can become
even more complicated in enterprises that have, or are considering adding, a chief nursing
officer.
Furthermore, Nursing is not alone in coping with budget constraints. But for them, especially
where they are expected to leverage existing staff in other healthcare units, the constraints
can be challenging due to the lack of priorities outside the controlling budget and direct
authority. So, a small number of direct reports often must work with and through others to
maximize their own effectiveness and achieve the objectives of both the office and the
organization.
By not having direct authority in certain parts of the enterprise, Nursing face a test of
collaboration skills that are needed especially to work with teams in "virtual organizations,"
often created to facilitate enterprise-wide goals.
