The given article discusses about the public health laws that were prevalent during the 19
th

century when there was large scale immigration in U.S coasts in order to weed out the infectious
and other chronic diseases out of Ellis Island and other small stations.
Federal government initiated several measures to control the spread of such diseases as there
were rising concerns about the complexity of the industrial economy.
One of the laws was to make decisions about the admissions of the immigrants as prescribed by
United States Public Health Service (PHS) on the basis of certification of medical fitness
whenever any immigrant was diagnosed with any disease. It was a permissible law to certify
such immigrants but there were exclusions of few infectious diseases like trachoma, tuberculosis
or favus, etc. It was justified on the basis of public health as judicial actions which need to be
interpreted initially by the
anch development of legislative laws and its execution. In case of
any violation of the law, it is in the hands of court to act according to federalist system like in
case of US constitution there is implementation usage of State Charter Act.
Another rule of law during that period was related to the confinement of the immigrants who
were not allowed to enter the state rejected on the basis of their medical conditions. They were
