human resource availability. This work helped in understanding different reasons behind
capacity shortage in healthcare organization, it include personal factors, job satisfaction
issues, and financial aspect; for instance in a managed care system health professionals are
not being compensated the way they expect so this might cause a low morale or high turnover
in the health industry (Dieleman & Harnmeije, 2006). Learning culture within organization
can help in improving productivity, health service responsiveness and adequate staff
management.
There are several underlying factors associated with capacity management such as culture
within organization (Merson, et al., 2006), an adaptive, and flexible and team culture helps in
etaining employees, which encourage both self and organizational development; on contrary
to these highly structured and rigid cultures causes high turnover (Duckett & Crisp, 2000).
Similar is the case in healthcare industry also, clinical staff also needs some level of
