In the case of gulf region religion plays crucial role in shaping the welfare system; it has both
positive and negative impact. Positive influence of this system is, it helps in developing a
holistic welfare system by
ining all the believers together; however the concept is quite
different form Marxism theory (Jawad, 2009); it also causes problems in the regions where
there is high religious diversity. This causes hindrance in developing a unity in the welfare
system and also causes obstruction in the government role and governance process (Naleemi,
