  • Effective management of health systems is “complex, varied and contextualized” (Briggs et al, 2012) but very important to public health if we want to accomplish our objectives. In general management, as stated by (Merson et al, 2006) is the practice of aiming to achieve the goal of an organization by using available resources and developing resources that would be needed and, public health management according to (Hunter, 2007) focuses on improving the health status of all persons in a country by utilizing resources in the health sector that is available.
  • Now to ensure that health services run efficiently we need to adopt good management practices. To begin I would say that management practices should reflect ethical principles at all managerial levels and as (WHO, 2006) stated having a code of ethics for managers can in turn help to encourage ethical conduct among employees. (Wall, 1998: Merson, 2006) made the point that, managers of healthcare systems should be ethically guided because of the principles of beneficence, equity and non-maleficence which form the basis of healthcare systems. These managers according to (Wall, 1998) are accountable to all stakeholders of healthcare services and there must be transparency in whatever choices they make.
  • Another feature that would encourage good management practice would be thoroughly understanding and adapting to the context of operation (Merson et al, XXXXXXXXXXFor example, in many countries corruption in healthcare sectors is very common (WHO, XXXXXXXXXXCorruption is an unethical practice and is a social problem in places like Guyana and other developing countries and too many times I have witnessed (in the Caribbean) events where persons are given priority at a healthcare facility because of bribery. According to (WHO, 2006) the poor will have less access to healthcare if corruption is widespread, because they are unable to pay bribes. (WHO, 2006: Merson, et al, 2006) stated that in cases like this, measures should be implemented to suit the context of the health system because it could result in inefficient allocation of available resources. This case has roots intertwined in both moral principles and understanding the context of the health system.
  • Finally, to exhibit proper management practice the organizational structure of a health system must be in place and should be simple, well laid out and all persons should have job descriptionsbecause according to (Briggs et al, 2006) these systems depend on multiple professionals if they are to be successful. As an intern at the Georgetown Public Hospital Lab in Guyana I noticed that there was a very functional organisational structure of the lab. The lab manager was the head and there were four horizontal divisions according to function but most impressive was the fact that the divisions were well coordinated and linked together. This internal structuring is a very essential function of management and of course contextual factors must be looked at when structure is being developed (Merson et al, 2006).
  • In the end, it can be said that if all the mentioned practices are harmonized and used effectively they may help to boost the efficiency of heath care system.

Given essay established a strong connection between the attributes of general management
practices in general and health organizations in specific. Major problems faced by health
sectors in common include complexity of system, scarcity in resources (Hunter, 2007), need
for lowering expenditure (Dorgan & Layton, 2010), delivering greater access to all, rising
expenditure and need for implementing strong ethical practices within (Schermerhorn, 2010).
Structure within health sector is generally bureaucratic due to complexity and high need for
effective monitoring of overall process (Brodie, 2007). However, is it right to implement
ureaucratic structure within health system? Doesn’t is causes slow down in patient
treatment of other operational work? Which organizational structure is more suitable
for effective management in health sector?
Beside this, health sector is a labour intensive sector, with high dependence on knowledge,
skill and information (Quinn & Roh
