Is a European Union welfare state desirable or possible?
This week’s discussion question presents a highly complex issue. I take the position that a European Union welfare state is NOT achievable however, may be desirable.
Our key text (Baldock, et al., 2012) highlights key issues of concern when considering the above question, including; values, social policy, financial position and the unique environment in each of the member countries (Brusis, 2002; Roberts & Foster, 2011; WHO, XXXXXXXXXXAmong the most influential reasons for lack of progress towards a cohesive union is financial structure. Recently the world has witnessed the economic downturns of EU member countries such as Greece (Roberts & Foster, XXXXXXXXXXSuch failure illustrates not only the local economic failure of sustainability, but also highlights the larger concern of EU program/ policy sustainability in a community looking to improve upon population health and social determinants of health. As a community, the EU is underfunded, and poor fiscal policies have strained the public coffers to the maximum… this is not just among one country of the Union, but many countries are struggling to remain afloat (“notably the PIIGS (Portugal, Ireland, Italy, Greece, and Spain”) and this struggle may possibly produce a negative effect on some of the larger countries. (Roberts & Foster, XXXXXXXXXXThis financial instability interferes with a cohesive effort towards globalization.
If we consider the concept of more open borders, a freer flow of people and product in an effort to promote increased participation in the market to allow for greater economic gain for workers, we also have to consider the competition that may take place to lure workers, trade and commerce towards one zone or another (Sinn, XXXXXXXXXXDisparities among individual or groups within a country mimic and magnify the problems that occur among nations trying to balance local/ national policy while integrating and interacting with a global community (Baldock, et al., XXXXXXXXXXIn order to contribute to the union, nations must maintain a healthy labour force, create employment and provide fair wages and insurance. Guarding a country’s economic health may form barriers to helpful interaction for community building.
For the above stated reasons, I do not feel that the EU has the ability to be able to support the concept of a complex welfare structure as hoped for with the formation of the EU.
I do feel that the concept of a global union to advance population health, reduce poverty, develop employment etc., has many benefits towards reducing the social gradient and reducing disparity among peoples (WHO, XXXXXXXXXXThe UN/ WHO and other agencies are tackling global issues such as poverty, poor health and economic hardship that impact large populations. Global health objectives exist to help provide standards to address relevant issues in health and social policy and assist those in greatest need of assistance, thereby investing in global welfare. Cooperation and collaboration in policy development may help some nations as they can learn from the development of other nations systems, but again, national values, culture, economic and financial considerations tend to erects and reinforce barriers rather than remove them. Global Public Goods concept “offers a powerful ‘lens’ through which to analyze and promote the health of the poor, and will be an increasingly important tool for public health in an era of globalization lens of global public goods for health” (WHO, 2013).
