Core Functions of Public Health 
The historical foundation of public health has been observed to have rested on two 
basic principles – growth of scientific knowledge about sources of disease and means of 
controlling diseases and wider public acceptance of the process of disease control as also a 
public responsibility (The National Academies Press, 2017, p.56). Since its inception, the 
public health care system has been based on certain specific principles that are meant to be 
applied in order to enhance the quality of health of the populace across the nation. In this 
respect it is noteworthy that public health care has to perform some core functions, and on 
such performance the quality of the public health care delivery system relies largely.  
The three core functions of public health are assessment, policy development, and 
assurance (). There are certain essential services associated with each of the core functions 
that have to be performed by public health workers and professionals. In this respect it is 
noteworthy that to perform the core function of assessment, public health officials must 
indulge in three specific activities, viz., assessment of the health needs of the community 
members, investigation of the occurrence of health effects and health hazards within a 
community, and analysis of the determinants of those health needs that have been identified
