An Investigation of Hospital’s Pharmacy Supply Chain Design in Quebec: How to Prevent Drug Shortage

Problem Statement:

The Quebec drug supply chain is complex, with distinct roles and responsibilities among many players such as manufacturers, hospitals, and regulators. However, the hospital’s pharmacy is suffering from the drug shortages. How can this be improved in the context of evolving provincial regulations?.

Research Question:

Is there a better design of hospital’s pharmacy supply chain to prevent drug shortages?

Research Objectives:

Characterization of the hospital’s pharmacy supply chain and drug shortage
Identify the factors to consider the design and operation of the hospital’s pharmacy supply chain design.
Develop models to evaluate the performance of various configurations of hospital’s pharmacy supply chain designs with respect to drug shortage.

Scientific contribution:

This report recapitulates the four research papers pertaining to the pharmaceutical industry. The 
research papers discusses the shortage of generic injectable medicines that occurred in Canada in 
2012. It deliberates the causes of drug shortage and relevance of manufacturing technology. It 
also discusses the models proposed to curb shortage of drugs and improve pharmaceutical supply 
chain management.
The following papers have been summarized in this report: 
1. Drugs, Money, and Power: The Canadian Drug Shortage (Kaposy, 2013) 
2. Computers and Chemical Engineering (Mousazadeh et al, 2015) 
3. Mitigating the impact of drug shortages for a healthcare facility: An inventory 
management approach (Saedia et al, 2015) 
4. The strategic relevance of manufacturing technology: An overall quality concept to 
promote innovation preventing drug shortage (Panzitta et al, 2015).
The paper briefly studies the details behind the Canadian drug shortage that arose in 2012 
(Jackson, 2012). It points out to the political and drug delivery system of pharma companies in 
Canada. A reduction in the profit margin had made it difficult for the suppliers and most just 
started exiting their business making Sandoz the sole supplier for drugs in the morphine family. 
The company was struck by FDA warning which led them to slowdown production in their 
Canadian Plant. This lead to shortage in generic injectable medicines, because of which 
Pharmacists, administrators and health care professionals switched to oral administration of 
drugs or other options in injectable medicines.

The causes for drug shortages could boil down to lack of raw materials, Regulatory clampdowns 
on quality and drug contamination and economic recession being some of the significant ones. It 
disputes that generic drug shortages are an ethical problem because health care organizations and 
governments have an obligation to avoid exposing patients to resource scarcity.  It discusses 
some options governments could pursue in order to secure the drug supply and thereby fulfill 
their ethical obligations.
Manufacturing technology is one of the key aspects in the overcoming drug shortages
