1. In Sweden anyone with permanent residency having impediment is considered
eligible for caretaking determined solely by the assessment of their needs. In order
to avoid any form of financial exploitation of such individuals, the central
government has set a maximum monthly fee, with preset conditions depending on
financial condition, for the long-term care (LTC) of the individual. This ensures that
that all the elderly people who need care, can get the required treatment in Sweden.
Since the launch of the welfare system in Sweden, families have come to heavily rely,
trust and depend on the state to take care of the elderly. As such in Sweden there is
the presence of two forms of care system i.e. the formal care system and the
informal care system. The extent of the need of the care is completely dependent on
the individual assessment and discretion of the evaluator.
At present, the LTC services available in Sweden are home care, Institutional Care,
Day Activates, Home Nursing Care, personal safety alarms and meal services. Apart
from this the scheme also provides transpiration facilities for the elderly who are
impaired and also assist disabled to lead a normal life, i
espective of their financial
condition. Centrally the Social department is responsible for the development and
unning of health care faculties, social insurance and other social issues. However
with the recent reforms and decentralization the responsibilities have now shifted
to the municipalities to respond to the local demand and need of the LTC. According
to data, less than 5% of the total cost of the LTC is financed by the private sector,
while the remaining is financed through public funds i.e. via taxes. However each
municipality is free to decide on its own structure of charges and fees. According to
the Ministry of Health and Social Affairs, the basic objective of the LTC is to provide
the elderly, the support to live a high quality independent life, as long as possible,
and to help them live a respectful life and have the access to required elderly care.
However there are few areas which have off late raised concerns about the Long
term effectiveness of the LTC program in the future. These issues range from the
low availability of Informal Care to the ambiguity in the role and responsibility of
the states and the municipalities, leading to inefficient care, and even to the fact that
though the care available is good enough but lack of availability of social activities
lead to dissatisfaction.
2. The Swedish National Insurance Board or Riksförsäkringsverket is responsible for
