have to respond quickly and thoughtfully to ensure the best health outcomes for those

Task

Students will be randomly allocated to one of several pre-written disaster scenarios and asked to complete a disaster
response plan. Students will be provided their disaster scenario in Week 3 of the semester to allow for sufficient time
to design a disaster response plan. The plan must cover all the relevant elements described in the unit and be an
appropriate response for the disaster scenario.

A comprehensive disaster management plan should:

– Provide a critical analysis of the disaster event.
– Identify all relevant stakeholders with a detailed description of their role within the disaster management plan.
– Provide for appropriate management of resources.
– Consider factors that may impact the disaster response plan including, but not limited to, vulnerable groups,
animal welfare and environmental factors.
– Provide a plan for managing the psychological stressors of a disaster event for those affected, including any
response personnel.
– Provide strategies for evaluating the effectiveness of the disaster management plan following the disaster event.
– Provide evidence from scholarly resources to support all areas of the disaster response plan to ensure response
strategy is in accordance with best practice approaches.

Flood- Definition
Floods occur when water overflows and invades a land that is usually not covered with water. Flood is caused by the overflow of water in a water resource like lakes rivers and ponds. Heavy rains may cause floods too.
Flood- causes
Floods are normally associated with water bodies. However, the most common cause of flooding is heavy rainfall. Areas that have water resources close to them like coastal areas, when struck with abnormally heavy rainfall or tropical cyclones, tsunamis or underwater tectonic changes result in floods. Other accidental causes may be malfunctioning of a dam or earthquakes in coastal areas may also result in floods.
That is why areas that are prone to floods must have a good flood management plan to counter any emergencies that may occur in case of floods.
A flood management plan compiles the potential areas for risk of floods, how much people are likely to be affected and what kinds of measures should be taken in case of flooding. Having such a plan would ensure that speedy action is taken in case of floods and the areas that require attention will be dealt with quickly. (Plate et al., 2002)
Characteristics of a good Disaster Management Plan
Scope- A good disaster management plan has excellent scope. It covers all the relevant areas requiring management and relief. It also determines the risk areas and allots the necessary roles to various stakeholders.
Realistic- A good disaster management plan is realistic. It assess the available resources and allots them accordingly. It is not based on assumptions instead it is based on real information.
Flexible- A good disaster management plan is flexible to some extent. How a disaster turns is unknown. So a good disaster management plan will have a scope for alteration and change. It will be flexible enough to adapt uncertain happenings and move as necessary. 
Delineation- A good disaster management plan is clear and concise. It lists the roles and responsibilities of the personnel involved in the management of the disaster clearly.
Follow-up strategy- A good disaster management plan has a follow-up strategy to assess its working. This allows documentation and learning for future disaster planning.
Parts of a Flood Management Plan
Theoretically, a Flood Management Plan can be classified into three main parts
Before flood- Level of preparedness, education, infrastructure and construction etc
During flood- Flood warning systems, emergency response, first-aid, evacuation etc
After flood- Follow up, Corrective measures etc
