In this text, the rhetor is Britain’s former Prime Minister, Tony Blair. He was addressing the nation on 20th February 2003 about the country’s decision to fight Saddam Hussein in Iraq so that the country could also be disarmed.  During this period, Saddam Hussein had been accused of being a dictator and carrying out mass killings on the Iraqis. This captured the attention of many leaders across the word thus the need to intervene. 
This text responds to the people’s inquiry about the actions taken by leaders in Britain especially during the involvement of the military in Iraq. In addition, different opinions were raised by the public about Britain’s involvement in the war. Tony Blair explained in his speech that Saddam Hussein was a risk to Iraq and the world at large.  Therefore, there was a need to fight him so that Europe and the world could enjoy peace. Through a public and televised address, the Prime Minister was able to explain all reasons for joining the fights against Saddam Hussein. 
The audience being targeted in the text is citizens in the United Kingdom as well as all people across the world. In this particular scenario, the Prime Minister was addressing the Nation- Britain’s citizens. On the other hand, his secondary audience was all nations across the world. He specifically mentions America and all nations. Israel and Palestine were also mentioned in the text creating an indication that this address was meant for the whole world. These audiences were chosen because they may face brutal attacks such as bomb attacks from Saddam Hussein and his troops. Under Saddam’s leadership, Nuclear and biological weapons were created and this raised concerns across the world
