1. Introduction
1.1. Subject overview
This subject is designed to give students a firm grounding in the legislative, political, cultural and ethical
environment of the early childhood profession. Students will consider the roles and functions of early childhood
education and care settings in relation to government policy and legislative requirements. Students will explore
national and international conventions and professional codes of ethics. In depth study will be provided on
cu
ent child protection legislation and procedures and how to apply this in practice. A general introduction to
est practice and legislation relevant to working with Aboriginal and To
es Strait Islander peoples will be
provided. Students will also develop academic writing and studying skills for a higher education course.
1.2. Subject objective
The aim of this subject is to enable students to develop professional judgement within the context of legal,
ethical and cultural frameworks and to develop academic writing, basic research and presentation skills.

Cultural competence refers to the ability and mutual understanding that allows an individual to ensure that they can pay dignity and respect to others i
espective of cultural differentiation. Cultural competence is very important in the ECEC. This is because early childhood education and care enables an individual in dealing with children across various cultures. Childcare does not restrict its services based on the cultural background (Molla & Nolan, 2019). However, childcare involves several adoptions of practices that might include cultural privileges as well. Therefore, the cultural competence in ECEC is very important. However, the importance of cultural competence will be discussed in an elaborate manner. The reasons for its importance will be listed below.
Respect For Diversity
The inclusion of cultural competence within the childcare education enables in implanting respect in the minds of the caregivers. Often the cultural background of the caregivers and the children are extremely contrasting, and they have severe problems adjusting to the beliefs of the children’s family. In the ECEC, it is expected from the caregivers that they will pay respect to the cultural background of the family and grow a mutual respect within the child, as well. Therefore, the cultural competence is extremely important. The inclusion of cultural competence teaches the caregivers and the children to respect diversity. Thus, it could be said that cultural competence is extremely important in ECEC to infuse the ideas of diversity within the children and the caregivers, as well.
Social Justice
The inclusion of cultural competence with child education and care will also give rise to social justice. Social justice refers to the system where every individual is being given proper priority and importance based on their cultural background and beliefs. It has been seen several people are often faced injustice and biases because of their different cultural backgrounds. In a diverse world, it is very important for a child to respect people and deliver social justice to every individual i
espective of the cultural practices (Molla & Nolan, 2019). Therefore, in order to teach the children about a diverse and free world, the inclusion of cultural competence is highly significant.
Teamwork
The prime motive of the ECEC is to prepare a child for future scenarios where the child might have to combat with real life scenarios and work with teams. Effective teamwork requires mutual understanding and respect for cultural practices. Therefore, ECEC should teach the children about understanding the cultural practices of various people. The inclusion of cultural competence venues in performing teamwork and is important for the caregivers in the ECEC because it helps them to teach the essence of teamwork. A culturally diversified team and existence of mutual understanding among each other for the cultural practices and beliefs, helps in effective and sound working of the team. In other words, cultural competence is very important in a child's education to imbibe the child with the essence of diversified teamwork.
Communication
Another most important factor of cultural competence within ECEC is the communication. Often it has been seen that certain children tend to keep ideas to them and are afraid to open up. Communication often becomes a serious problem in child education because the children cannot express themselves with logic and ideas. Thus, it is very important in a child's education that they can learn to communicate with each other. Communication can be improved if the ba
iers of cultural differences and practices are removed (Harju-Luukkainen, Garvis & Kangas, 2019). Often other children because of their appearances or practices intimidate a child. These misconceptions and inhibitions need to be removed among the children to encourage healthy and spontaneous communication with each. The caregivers in the ECEC need to induce cultural competence within the course to keep the children aware of the social difference and get accepted to the su

Certain behaviours and harsh decisions often question the ethical considerations. Those behaviours might be better for the children but can create an ethical dilemma within the caregivers. Therefore, the Code of Ethics needs to be followed extensively in order to ensure that the decisions that are undertaken by caregivers and teachers do not undergo any ethical questions.
In this section, the role of the Code of Ethics will be discussed in an elaborate manner. The role of Code of Ethics is highly significant in dealing with ethical dilemmas in critical situations. The Codes of Ethics try to solve ethical dilemmas with the help of its several codes.
Integrity
Integrity refers to the quality or the virtue that encourages an individual to stick to the moral values of a person. Every person has certain moral values and moral consciences. These values are often unheard by the individuals while taking any harsh decisions. However, the child education and care requires the use of such integrity and moral values. Child education and care is a vulnerable issue since it deals with the tender minds of innocent children. Therefore, ethical dilemmas in the decisions are quite common. In those situations, the Code of Ethics states that the decisions should always be motivated and driven by moral values and consciences.
