Fall 2019 POL151
Note
Essay Draft Marking Guide
Assignment Description
You will make a thesis statement (i.e., a claim) in your introduction
and then must argue your claim in a logically consistent fashion
throughout the rest of the essay. You must use your scholarly
sources to support your argument and to convince your reader that
the weight of the evidence supports your position. Individuals must
have a minimum of eight scholarly pieces. Focus on quality and
engagement more than quantity. Focus on: a) the relevance and
quality of your sources, and b) your interpretation and integration of
the sources.
Remember, you are the expert but must make your case in a way
that a non-expert can understand.
Carefully read the instructions in the syllabus and in this document
and consult with me if you have any questions.
Body (around 2000 words for individuals)
Front Matter (not included in word count)
Develop an essay of around 2,000 words. Groups need to check the
syllabus for length and number of sources. It should include an
introduction, clear identification of the issue/problem, background
information/context, coherent argument supported by evidence, and
conclusion. Your argument (including policy recommendations, if
included) must flow directly from the evidence and rationale you use
in your document. You must connect in an explicit way with
RELEVANT material from the course text.
You must cite in-text wherever you use the work of others. You must
cite whether you are paraphrasing or quoting directly. Direct quotes
should be used selectively and sparingly; paraphrasing is
preferable.
The "front matter" includes things like a title page and, if appropriate,
table of contents, list of tables and figures, and glossary.
Back Matter (not included in word count)
Your bibliography must be formatted according to one
documentation style (e.g., APA). You may also include appendices
in your back matter.
Remember, part of your grade is based on clarity of presentation
(grammar, punctuation, and other aspects of writing). Over the
course of the term, writing expectations have increased so please
pay attention to your writing and, if necessary, seek out support from
the Learning Commons, peer reviewers and/or a private tuto
editor.

Introduction
Downtown Eastside (DTES) is the neighbourhood that has been one of the oldest areas of city with respect to its establishment and now it may be famous for poverty, crime, prostitution and drug abuse. It is essential to consider that westernisation or development does not occur in a uniform manner throughout a state or a city. Therefore, certain becomes highly developed while others remains as poor or underdeveloped. Vancouver is one such city in Canada that is reported as a downtown eastside due to drug abuse, addiction and selling or purchasing. This assignment will focus upon the reasons behind drug abuse and individuals associated with the activity. Likewise, consequences of drug abuse along with government policies to control drug abuse will be discussed.
Factors or rationales that fosters drug abuse
Vancouver has been reported to be a city with two reputations where it is known for adopting latest harm reduction policies in terms of testing drug addiction treatments on the other hand it was the first city to open a supervised injection cite and has reported worst drug abuse epidemics. This is majorly due to the fact that the city has always been treated with a sense of crime and not as a city of addiction that requires medical attention rather than police.
Some of the major reasons identified behind the high drug consumption in Vancouver are related to poverty, homelessness and poor housing condition along with this inequality and racial discrimination adds up to it. It has been found that homelessness and poverty have existed since past 3 decades and have increased with every passing year. 2,651 individuals have been reported to be homeless in 2011. Major proportion of homeless individuals comprises of Aboriginals and European descent that is 30% and 10% respectively (Prangnell et al., 2019).
Lack of income is one the major factor behind all these issues, as a result of which stress levels and social pressure may increase. Under such condition individuals may consumer drugs and become addicted to it. Further, increase crime rates could also be a major factor behind increased drug dependence, as a result of which addicts indulge in criminal activities. Likewise, it would also be essential to consider mental health issues as a major factor behind increased drugs use. Prevalence of mental health issues is majorly due to depression or social pressure associated with homelessness and poverty, due to which individuals are unable to provide resources for their family (Beaulieu, Milloy, Nosova, Wood & Hayashi, 2018). As a result of this only, city also have a very high suicidal rate especially among young and middle age individuals.
Kennedy et al. (2019) suggested that another major finding reported that the higher supply as well as consumption of drugs in the city is majorly due to its location near the ports. Drugs reach the city in their most potent state and from here they are supplied to other cities also. Meanwhile, these drugs have been dilutes in order to reduce their effects however, in Vancouver the supply and consumption of these highly potent drugs occur. As a result of this individuals have been found to develop resistance towards small doses very faster and they switch to higher doses and more lethal drugs. Opioids have been reported to be the most consumed drugs among individuals however, due to certain government policies and some strict law enforcements people have switched to synthetic drugs such as ‘fentanyl’.
Individuals or groups most likely to consume drugs
Drug use as well as drug abuse issue in Vancouver has been posing a serious threat to its common people. Not only the people or addicts consuming drugs are at a risk but other individuals such as the common civilians of the city are at risk. It has been reported that the use of drugs have increased significantly as well as exponentially since, 2000 moreover, youth has been found as the major drug consumer. Damon et al. (2017) suggested that risk-taking and experimentation with drugs have always been reported to be the major thinking and rationale behind the first time consumption of drugs. Likewise, in Vancouver cheaper cost and easy to access factors makes these first time users more liable to consumer drugs again and again and ultimately falls in the category of addicts.
Moreover, due to increasing prevalence of clubs and pubs in the city, retail of drugs such as ecstasy and methamphetamine have become easier for the dealers and...
