Discussion 5.2 
The American view of health care policy has gone through different phases of 
evolution before reaching the state in which it belongs at present. Considering the Supreme 
Court case of Buck v. Bell (1927) it should be stated that at the first half of the twentieth 
century the sphere of health care in the United States was dominated by biases and 
stereotypical views, and among them the theory of eugenics and ethnic cleansing deserve 
special mention (Cornell Law School, n.d.).
