Executive Summary
The present assignment is a report on the management of service delivery in the healthcare sector of New Zealand. Service delivery is dependent on the help and support of many other organisations. That is why the example of the renowned ambulance service company of New Zealand, St. John Ambulance Services, New Zealand, has been chosen. The report has been presented in an aggregate of three sections where the first section deals with the structure of this important organisation of the country. The second section discusses about the revenues and the costs of the services in this organisation, while the third section analyses the involved workforce. Finally, it has been concluded that the organisation has been doing a great job in serving the people in the health care sector but also needs to sustain its good performance.
Introduction
Health care system includes service providers as well as service consumers and the interconnected system is the major driver of this system. This report focuses upon the importance of management of healthcare system with context to New Zealand’s healthcare system. In order to explain the concepts, St. John New Zealand is the chosen organisation. This organisation was established in New Zealand during 1885 in order to address the issue of serious injuries and lack of first aid knowledge among labouring workforce.
This organisation is at the frontline for providing medical response and ambulance services throughout New Zealand. Besides, St. John New Zealand also provides event medical services, first aid trainings, supplies first aid kits, medical alarms, defi
illators and a range of community programs all around New Zealand. Therefore, efforts will be made in order to acknowledge this organisation with respect to the New Zealand healthcare system and required management in healthcare.
Section 1: Structure

Ministry of Health in New Zealand is the major board or is considered to be at the top of hierarchical level with respect to health systems. Major decision-makings as well as policy implementations are planned or decided by Ministry of Health. Further, in order to implement the healthcare system in a more effective manner, District Health boards (DHB) are established under New Zealand Public Health and Disability Act 2000. DHBs are then held responsible in order to ensure proper health and disability services to the individuals for confined geographical area (Braithwaite et al., 2017). Overall, there are around 20 DHBs established all around New Zealand in order to address and acknowledge public health.
The Ministry of Health is the source of funding for these DHBs based upon the total population, socio-economic status of individuals, ethnicity and much more of individuals under specific DHB. Further, the Ministry of Health also provides DHBs with a certain set of objectives that they have to follow. Along with this, DHBs have also been given certain degree of autonomy based upon which they can choose the strategies in order to achieve the objectives provided by ministry. DHBs are further responsible to provide funding to primary health organisations (PHOs) such as hospitals (Dyson et al., 2017). There can be several theories as well as concepts, which could be used in order to describe the New Zealand health system and the hierarchical setup as discussed above. St. John New Zealand is the chosen organisation that provides numerous health services throughout New Zealand.
Job engineering is one of the major and required aspect with respect to an organisation like St. John New Zealand because allocation of specific work to individuals and groups is useful while handling emergency situations. According to the ‘Taylorism’ theory provided by Frederick Taylor, creating a standard method for every job is essential. Likewise, selection of proper workers and effective training to support them is also mandatory for organisation like St. John New Zealand because it provides services throughout New Zealand.
Job rotation is another essential theory and concept that is practised by this organisation. Workers or employees are shifted from one job or task to another and as a result, it provides flexibility to the functioning of the employee and enhances their ability. Example – if employees are aware of all the tasks performed in an organisation, even if some employees leave or specific employees from specific department leaves or are not available at specific time, other employees could immediately take their position and company will not have to hire new employees immediately.
Job sharing is another major theory and concept required in healthcare. According to this, different workers share one particular job and it helps to provide flexibility in performing task. Along with this, workers would be allowed to work with the autonomy and a
