Based on this it is felt that the expenditure of the healthcare sector must be regulated under a legislative act, hence the need of lowering the expenditure policy is logically proposed. Therefore, it is mandatory to initiate a law that can be useful for the taxpayers in any kind of healthcare issues (Taylor, 2019). The ethics of the law will allow all individuals to participate in the law.
Ethics
	Taxpayers contribute to the national development. By paying the tax, they act as responsible citizens, which make the State legislation responsible and ethically bound for their welfare and safeguarding. With the initiation of the proposed law, the responsibilities will fall on the taxpayers and they will be a part of the communal society (Grollman et al., 2018).
