It basically depends on the structure they are following to educate the society & create a better place where the literacy rate is higher. In Germany, the whole school system is controlled by the State so that education can be easily accessible to the whole society. In Wales, the government appoints a Ministry of Education, where the decisions are taken by this sole unit related to the education matrix & welfare of society. Whereas in Ireland, schools are mostly funded by the patronage of religious denominations of which about 90% of them are mostly catholic. And when it comes to England, it follows the simple concept where the Department of Education regulates & rules from pre-primary to post-secondary learning. So,
