Introduction
Juvenile crime is the illegal behaviour of a child below the age of 18. Criminal offences and methods of punishment for young people have been debated over the years. The first case in the U.S.A of juvenile proceeding in court was set up in Chicago, in 1899. Since the introduction of the juvenile justice system, various reforms and legislation have been incorporated. The reforms are drafted with the aim of protecting young people and deciding the best course of action for their crimes (Carmen & Trulson, 2005).
In the 18th century, children above seven years faced trial and if found guilty, they suffered life in prison or even the death penalty. However, in the 19th century various movements advocated that children were different from adults since they possessed less developed ethical and cognitive abilities. In 1825, the Society for the Prevention of Juvenile Delinquency campaigned for the separation of juveniles and adult offenders. Many private juvenile facilities were designed but issues of malpractices and abuse cropped up. This led to the state taking over the juvenile justice facilities (Carmen & Trulson, 2005, p. 143).
