Abstract
Closing the gap programme was initiated by the government of Australia for the indigenous population of the country based on the close the gap national level campaign for the same population. The campaign was initiated after the social report, which highlights the gap between the indigenous and non-indigenous population in the context of sectors such as health, education and employment. Under closing the gap governmental initiatives, many health programmes are started by the government to improve the condition of the indigenous population and mitigate the gap between indigenous and non-indigenous health quality Similarly, to provide healthy lives to indigenous population of Australia, government has initiated some of the programmes like disability employment services, greater northern Australia regional training, indigenous Australian healthcare programme, Medicare programme, Implementation Plan for the National Aboriginal and To
es Strait Islander Health Plan 2013-2023, national disability insurance scheme, pharmaceutical benefit schemes, primary health network, and supported wage system (Australian Government, 2016).

Introduction
Closing the gap is a programme initiated by government to work for the upliftment of the Aboriginal and To
es Strait Islanders. As suggested by Altman and Taylor (2018), Aboriginal and To
es Strait Islanders are the indigenous population of the country. They are backwards in term of education, employment, health, mortality rate and housing condition. These people are poverty ridden, which affect the overall living, conditions, which makes them vulnerable group of population.
Closing the gap framework was based on the close the gap campaign that was initiated by people and in 2007; it achieved national recognition when large number of people including NGOs joined the campaign (Australian Government, 2019). The campaign was started based on the social justice report on the Aboriginal and To
es Strait Island released Dr Tom Calma. The report suggests the gap in quality of life between indigenous and non-indigenous population of the country. After the initiation of campaign, people whole-heartedly participated for the cause.
Only after reaching the national level of campaign, government developed the framework and formed the policies to improve the living condition of the people and mitigate the gap in various target areas like health, education and employment. Under the programme, policies are developed to improve the child mortality, early education; life expectancy and employment outcomes. The case study selected for this assignment is housing for health. This programme was started under closing the gap initiative of government to improve the health condition of indigenous population of Australia. It has been said that poor housing lead to poor health. This programme works on this principle only.
Closing the Gap Targets in Health
To mitigate the gap in target areas suggested under closing the gap initiatives, government have started many programmes in every targeted area. To start the healthy life and reduce the mortality rate, programme like new directions: mother and babies services, Australian nurse-family partnership programme, children, parenting support services, and many other programmes were initiated. To improve the education and increase the awareness, some programmes like Australian apprenticeship support network, Australian school-based apprenticeship, flexible literacy for remote primary school programmes, and indigenous advancement strategy-children and schooling.
Identifying the Successes of the Programme
    Housing for health is one of the most successful programme under the Closing the Gap initiative for Health. It is a survey using fix-based methodology to improve the living conditions of the people living in a community housing. This programme aims to repair, replace, and assess health hardware, which can make the houses safe and make the life of occupant easy to ca
y out healthy living practices (NSW Department of Health., 2010). It was originally developed in 1980s by a small group under the name heath habitat. This programme in collaboration with Aboriginal health service and developed methodology that focus on environmental changes, which can help in providing health, benefits for children between 0 and 5 years.
As suggested by Green and Minchin (2014), improving the necessary health hardware like electrical repair, efficient hot water facility and managing the fixing of things such as fixing a leaking toilet can help in improving the housing condition of community housing, which can allows the tenant to live healthy life. This programme includes five stages such as community consultation and feasibility, survey fix, capital upgrade then again survey fix and finally reporting and closure.
    As suggested by Fogarty, Bulloch, McDonnell and Davis (2018), strength-based approaches allow the programmes to respond better. Housing of health has shown the remarkable results in improving the living condition of people of community housing, which ultimately improve the health condition of the individual. Some of the factors in natural environment and built environment have direct as well as indirect effects on health of the individual. This effect can be immediate or long term.
Both physical and social environments are necessary in providing the productive disease free live to the patients. As noted by Duff, Jesudason, Howell and Hughes (2018), indigenous population of Australia have excess vulnerability towards diseases. The rate of infectious and chronic diseases and social dislocation is higher in Aboriginal population in comparison to non-indigenous population. These people are part of social and economic disadvantage group. Housing for health has provided significant benefits to the health services directly or indirectly.
