Week Scenario Update
Week 1
Principal Scenario: You are the Engineering Manager for a large Ship building company assigned to a new Submarine building program. The Program scope is to execute the build of a fleet of
conventional diesel powered Submarines for your countries Navy. One of your main duties is to manage the Risk Assessment Matrix for the program relating to the engineering and build of the
submarines electrical, mechanical, communications and environmental monitoring systems. In week 1 you will have an outline of some of the initial risks from a kick off risk workshop. Each
Week you will receive project updates and you will need to extract any known or identified risks and update the risk matrix accordingly.
Week 2
The project is mid flight and you have started to receive the initial pre-fa
icated materials for the submarine hull and platform construction. The submarine is built in modular sections and
equires a large amount of heavy lifting equipment, welding specialists, and metal testing professionals. Additionally you have been advised by your security manager that there have been
targeted protests posted online however no specific information relating to date and time has been published.
Week 3
You have employed a team of 6 new electrical engineers to provide design input into the submarines new electrical control systems. These systems are highly complex and the project intends
on implementing a new Artifical Inteligence Safety system. The original design requirements were not clearly set out and you are intending on calling a meeting with the head engineer to clarify
the overall system requirements
Week 4
The Mechanical engineers have advised that there are issues with the new diesel generators being installed onboard the submarines and require full removal for rectification. Cu
ently they
have been fully installed and the hulls have been welded in on the first 2 submarines and the remaining 8 submarines are in line for installation. The diesel generators will need to be shipped
ack to the manufacturer in Germany for repair with a turn around time of 6-9 weeks per diesel.
Week 5
You are now 12 months into the program and the environmental management systems are being installed into the first 5 submarine hulls. These include Ca
on Dioxide converters, Oxygen
Generators and Desalination plants. You have been advised by the WHS and human engineering department that the Desalination systems have not yet been fully tested in your local region
and they are unsure of the performance of these systems when used in different climatic conditions. Additionally you have been made aware by procurement that there has been a major
natural disaster event at the manufacturing factory for the Oxygen Generators and the suppler is unable to provide any details on the next shipments of the devices. You have cu
ently
eceived 50% of the Oxygen Generators needed for the whole fleet.
Week 6
During the construction process an electrical fire has
oken out in the main electrical component room of the submarine during initial system integration testing. This has resulted in severe
injury to five electrical technicians and the Electrical Engineering Supervisor. The investigation into the incident has found that somehow counterfeit electrical components were installed into
the electrical systems.
Week 7
Project is now mid flight and after recent Federal elections there has been a change in Government from the highly supportive Liberal government to a combined Nation First /
Environmentalist Government. The new Government has undertaken a review of the cu
ent project and are considering to de-scope the build of the last three submarines. This has resulted in
the project schedule being cut by 25% and loss of over $12 billion of contracts
Week 8
Local Government pressure has increased on the construction company to employ as many local people as possible whils the project still maintains viability. The issue is that there is a
fundamental lack of the appropiately skilled workers however the Businesses HR delegates have decided to hire additional local staff to work in Trade and Technical Roles to satisfy the Local
Government Officials
Week 9
Worker Strike action has been threatened to management due to the employment of the unkilled local workers and resulting decrease of site safety. Management is now under immense
pressure to rectify the issues ASAP otherwise there will be a sitewide strike and walkout halting construction of the Submarines.
Week 10
There is real potential due to the previous weeks scenarios that the project is starting to come under significant financial and schedule pressure. Management is considering cutting back on all
unnecessary testing activities including auditing of the supply chain management and design verification activities.
Week 11
Construction of the first Submarine has completed however there have been a number of critical safety test activities that have been cancelled due to increased cost and schedule impacts. It is
expected that the first Submarine will depart the ha
our for sea trials in 3-4 weeks. You have been asked to undertake a full re-view of the cu
ent risks and determine if the Submarine is safe
to set sail for this highly important project milestone.
