Executive Summary
This report is associated with the Patient Protection and Affordable Care Act, which is a
federal healthcare law of United States. Government of USA want to ensure that all the people
are covered by health insurance, thus, PPACA has enacted. Now as per the new rule of PPACA,
from January 2014, people would get insurance by 4 different factors such as self-only versus
family coverage, geographic “rating area”, by age, and by tobacco use.
This will created problem for the enrollees to get adequate premium and also increase
their cost and also increase premium for young adults, which is actually not fruitful. For
esolving this issue and improving the impact if PPACA, government should focus on the tax
enefits, Medicaid and Medicare policies, etc. In addition, health contribution should be defined,
so that all the consumers would get enough benefits and sufficient premium.
Thus, government should focus on strategy formulation and implement plant to improve
this law and increase number of people for health insurance. The positive effects of new rules
will also be evaluated through different benchmarks such as feedback and survey and
comparison of past, cu
ent and future data.

Introduction
This case is related to a federal health care law of United States, which is known as
Obamacare and new rules and rating for insurance. The Patient Protection and Affordable Care
Act (PPACA) is a health care law, which came into existence on March 23, 2010 after signing
president Obama. The main reason behind developing this report is to evaluate the key issues
associated with the new insurance rating rules of PPACA.
In this report, a situation analysis has also been conducted to understand the implications
of policy and rule over others and vice versa in USA health care industry. In addition, this report
also presents how to formulate strategies, recommendations to improve the cu
ent health care
law and resolve the issue. In addition, implementation of strategies and benchmark for success
are also discussed.
Key Issues
After reviewing the case about new rating rules of The Patient Protection and Affordable
Care Act (PPACA), it has been analyzed that these new Insurance rating rules increase the cost
of health for people according to different ages and also create market instability. When this law
was defined by the US government, it has been evaluated that the extent of uninsured people was
increased, which was a cause of increases in health care expenses, thus, United States federal
statute has imposed this law to minimize the health care cost and also to reduce the number of
uninsured people. Shift in cost is also shown in Appendix 1 and 2. Appendix 3 shows that how
the range would vary for different age groups.
But now, this new rule defined by the government, which will be implemented in 2014,
would also raise the same issue of increasing cost. According to this new rule, care act facilitates
the individuals as well as employers to revamp and acquire their health insurance coverage. In
addition, there is no need to consider health status of enrollee (Haislmaier, 2011). Moreover,

after implementing this rule, health insurance premiums will not have an effect of pre-existing
terms according by gender. It also blocks the business people to divide up their risk pools against
an individual who is less healthy in comparison to others (Cannon, 2013).
Thus, the key issues associated with this are, it would create difficulties to cover
individual of groups, who are uninsured, Young adults would have to pay higher premiums in
comparison to elders (see in appendix 2 and 3, increases in cost). In addition, this new rule also
