Introduction
The criminal Justice system is responsible for treating each and every individual in a fair
and legal manner whether someone reports as a victim of crime, a witness in a court case or as an
offender. Police officers are responsible for the fair enacting of the laws framed by the criminal
justice system. They are the first to respond to any type of crime or illegal happening in public
places. In this manner, the police are regarded as ‘gatekeepers’ to the criminal justice system
ecause their role is fundamental for subduing the offender and determining the strategies in
order to govern public places.
They are the ones to decide what charges will be filed against the guilty, collecting
evidence, and gather information that can be utilized so as to further incriminate the suspect and
apply strategies that effectively govern public places. However, it is considerable that sometimes
the strategies used by the police and/or private security to govern public impacts negatively to
one or many marginal youth groups.
In this context, this paper will present crime control strategies that police and/or private
security utilizes to govern public spaces and at the same time the effects of these strategies
(Denham 2007).
Crime Control Strategies
Crime has become a te
ible social problem and anti-social behavior is prevalent in public
places due to the people who harass or at the same time intimidate innocent people. These groups
of people are controlled by police or private security using numerous crime control strategies
justified by the criminal justice system. Some of these crime control strategies that police and/or
private security use to govern public spaces are as follows:
Dispersal Orders:
Police sometimes designate a specific area as a Dispersal Zone for a particular period of
time, for instance up to six months or more, whenever a concern is expressed by local people

who feel intimidated by a group of people. Such people create a nuisance in the community and
sometimes makes it mandatory for police to utilize the dispersal order as a crime control strategy.
With the help of this, police disperse any group of two or more people from the area so that if
dispersed people return to the area again they can be a
ested or charged to court. However, if
someone does not disperse and remains in the dispersal order then it is regarded as a criminal
offense and can be charged with a fine (Crawford and Lister 2007).
