Introduction
    Abortion is most debated social issue, which has been studied under various lens. This topic has been politicized due to many factors such as in many cases, abortion risk the life of the women due to their biological condition. On the contrary, there are many ethical dilemmas associated with the abortion like whether it is equal to the killing of the child. Apart from this, lack of the knowledge about the family planning resulted in the unwanted pregnancy, as an outcome, women or teenage girls prefer abortion.
In many religions, abortion is unreligious which further makes the topic controversial. It has been seen that in some cases, due to lack of income and poor family outcome, families are forced to choose the abortion as their solution to the problem. In some cases, rape victims when get pregnant, they are not in a psychological state to keep the child. They prefer to abort the child, as it is an evidence of them being raped.
    Although, abortion mainly affects the women and their families, but there are many subpopulations who are affected from it. This includes teenage girls, women from lower income group, women suffering from specific health condition and rape victims. Federal government deal with the issue of abortion. The department of child safety, youth and family investigate the issue.
Overview of Policy Approach
Adoption
    Adoption policy approach is introduced to limit the abortion and providing safe environment to the child when their biological parents failed to support them. As mentioned by Thoburn and Featherstone (2019), abortion can be defined as the method of providing the safe, secure and a permanent family for the child. This also included love and support of the new family when their biological parents either abandon them or incapable to raise their child due to various circumstances.
    As noted by Skidmore, Anderson and Eiswerth (2016), adoption is a legal procedure in which biological parents transfer the parental responsibility from the biological parents of the child to their adoptive parents. The adoption order is granted by the court which child has been living with their prospective adopters and involved with the concern of the child like whether they are happy or they are getting proper care from their families. Once adoption is completed, there is regular inspection by the families for the proper care of the family. Apart from this, biological parents seek either court order or adoptive parents’ permission to meet their child.
    As stated by Johnson (2016), adoption can be taken as the approach, which can be helpful when women or their families have ethical dilemma of undergoing abortion. Apart from this, the rate of the unwanted pregnancies among teenagers is very high. As a resulted, teenage girls opted for the abortion as they are not in condition to choose the abortion. On the contrary, some teenage girls cannot undergo abortion, thus adoption is the approach, which help their child in getting suitable home, and allowed them to move forward with their child.
Family Support Program
    Family support program help to support children and families so that they can live quality life and support each other. As mentioned by Weiss (2017), family support program can be defined as the services provided by the governmental and non-governmental agencies, which can improved the safety and well-being of the child. There are range of services, which are provided to the family to strengthen the capacity of them so that they can meet the challenges they face at different moment in their life. As suggested by Troy, McPherson, Emslie and Gilchrist (2018), the services are delivered to the families with children between the age of 0-18 to promote the safety and wellbeing of the children and young people.
These services include providing general information, advice and refe
als, family counselling, individual counselling, parenting and household skill development using education program, community education and specialist advice and support to other child and family. The family support program can be helpful in providing supporting those families, which have poor economic condition, and women are forced to take the means of abortion to sustain their family condition. On the contrary, these programs support all the children in the family.
Government Theory on these Approaches
    Government adoption policy is based on the theory of adoption, which states that the desire of the women to adopt the child is increase due to many factors. Some of the main factors associated are degree of women altruism, cost of the childbirth, infertility and any adoption related monetary return. The motivating factor is necessary for the families especially a woman to adopt the child (Cameron et al., 2015). On the contrary, Family Support Program Framework is based on the various theories.
The attachment theory and family system theory. Family system theory informs that an individual cannot be understand as a single person but it can be quite understanding as the part of the family (Fonagy, 2018). Family is emotional unit, which contributed to the characteristics of the individual. Apart from this, attachment theory is a psychodynamic model, which analyses the impact of the short term and long-term family interaction.
Social Philosophies related to the Approaches
In the global crisis like overpopulation, many of the philosophers believed that it is moral duty of the prospective parents to adopt the child instead of procreate. Orphan child can get a safe home and it also fulfils the urge of prospective parents to achieve the parenthood.
