Assessment 3: Essay - Critical AnalysisSocial workers are often employed in positions where they need to be equipped to critically analyse policy and then defend their point. These positions include: policy analysts, political advisors, Ministerial advisors, lobbyists and board members of not for profit organisations. Government policy is a complex and dynamic process. Policy regularly deals with social issues, often intentions are good but the policy or program is poorly implemented, or has assumptions, silences and unexpected perverse outcomes associated with it.

Using Carol Bacchi’s ‘What’s the problem represented to be?’ approach the way the problem is ‘produced through policy’ is everything. This assessment item is designed to get you to explore this complexity in relation to a selected policy. Your essay does not have to use analysis from all of Bacchi's questions, in-depth analysis is preferred to surface analysis of using all of her questions.

This assessment is to be in essay format (introduction, body and conclusion) and must use academic referencing conventions.

    Introduction
    Aboriginal community in Australia belongs one of the oldest native communities living in Australia. They have faced enormous hardships as well as discrimination due to their orthodox cultural believes and values. Aboriginal community has also faced discrimination in education because native children were not allowed to take admission in schools as well as colleges. Besides, on account of discrimination, they used to run away. Higher illiteracy rate is majorly due to the prior mentioned reason and in order to address this issue, south Australian government has launched South Australian Aboriginal Education Strategy 2019-2029 (South Australia Department for Education, 2019). This essay will critically analyse this policy based upon published reviews as well as will critically analyse the potential and effectiveness of this policy. Further critical analysis of the policy will be presented based upon Carol Bacchi’s questions and efforts will be made to support the arguments through personal views.
    South Australian Aboriginal Education Strategy 2019-2029
    Literacy rate among Aboriginal adults in the Australia on an average can be around 70%. It is higher in remote areas while it may be a little lower among the native individuals living closer to non-native communities. There are several factors behind this that may be direct and even indirect. Aboriginal communities have faced discrimination in society in almost every aspect such as employment, housing, human rights and education. Therefore, they were not allowed to take admissions and those who may have studied few grades ran away because of persistent discrimination bullying. Moreover, they have also faced issues such as unemployment, substance abuse, poverty, homelessness, loss of lands and much more, which can also be considered as one of the major factor behind higher illiteracy levels.
    Other than this, indirect factors that has led to high illiteracy may include prevailing poverty these communities due to which they are not able to afford higher education, poor health due to lack of sanitation and housing and much more. There have been launched numerous policies in order to address the issue however they did not prove successful and one of the major reason behind failure was the lack of implementation of those policies (Education, 2018).
    South Australian Aboriginal Education Strategy 2019-2029 reflects another serious effort that has been launched by the South Australian government in order to address the illiteracy levels among aboriginal individuals. This is a 10-year plan prepared by the department of education with the vision that education is an essential aspect for aboriginal children and young individuals in order to achieve success and growth, which they have been lagging from the beginning. A strong action plan has been inculcated in order to ensure that this policy should be able to drive aboriginal individuals on the path of success.
    Certain principles based upon which this policy have been prepared include higher expectations for the achievement of aboriginal children and young individuals. Further, special emphasis has been based upon a collaborative effort from the families as well as communities of children in order to improve accessibility and responsiveness towards education. Likewise, aboriginal culture and identity have been provided special attention in order to provide respect and value to the children and their culture along with the inculcation of local approaches to teaching such as aboriginal history, language and culture. Participation from the aboriginal community will be encouraged through their representative organisations that will hear the voices as well as will provide the required respect. At last, accountability has been considered for improving the learning outcomes and better use of allocated resources in order to achieve growth and development.
