Introduction
People belonging to the Aboriginal and To
es Strait Islanders are the indigenous population of the country. It has been seen that there has been wide gap between the indigenous and non-indigenous population in context of the quality of life. The indigenous population suffered from many severe issues, which directly affect their health outcomes. These issues include unemployment, low health literacy, poor education, poor economic condition, high mortality rates and poor housing condition. Over the period, the neglect of the government towards these people resulted in lowering the health outcome and poor quality of life. To reduce this gap, government has implemented ‘Closing the Gap’ policy. This assignment uses the case study of a 57 years old Aboriginal women named Judy to evaluate the impact of the Closing the Gap policy on health.
1. Summary of Closing the Gap Policy and Target Relevant to Present Situation of Judy
Closing the Gap is a government policy, which is implemented to reduce the gap between indigenous and non-indigenous population of the country. This policy was implemented in 2008. This policy is used as a strategy by the government to address the disadvantages faced by the Indigenous population in health, education employment, life expectancy, access to early education and child mortality (Altman, 2018). The Closing the Gap policy was implemented by the government after the launch of close the gap campaign, which in short span achieved the national recognition. This campaign started after the publishing of social justice report 2005, which highlighted the suffering and condition of the Indigenous people. Close the gap campaign was initiated by various non-governmental organisations and common people.
This acts as driving factor for the government to launch the strategic framework to support the Indigenous population, known as ‘Closing the Gap’ (Altman, Biddle & Hunter, 2018). There are seven targets, which have been implemented in the Closing the Gap framework. These targets include halve the gap in child mortality in 2018, enrolment of the indigenous population in early childhood education programme, which includes access to the education to all the children below 5, halve the gap of reading and numeracy among children by 2018, close the gap in life expectancy by 2031, halve the gap in child mortality by 2018, halve the gap in year 12 by year 2020, halve the gap in employment by 2018 and close the gap in school attendance by 2018.
As per the case study, the target relevant to the case of Judy is the life expectancy. Judy suffered from the type 2 diabetes, which reduces the quality of life outcome. It also reduces the life expectancy of the people. The condition of Judy shows that she has leg ulcer and makes it difficult to move and take proper care for the treatment. On the contrary, Judy lives alone and it is difficult for her to travel around 10km for the dressing of her leg. The enrolment of her in ‘Closing the Gap’ makes her life easy.
