Abstract 
This paper presents an overview of healthcare rationing which means limitation to the access of 
or equitable distribution of the medical services with the help of the various gate-keeper controls. 
As it is true fact that the priority setting within the healthcare sector involves the process of the 
choice that are related to choosing among various alternative healthcare programs as well as 
services, and the patients or the groups of patients that are required to receive the healthcare. 
Callahan as the originator of bioethics found that there are several ethical dilemmas in relation to 
making choice in respect to healthcare services. So he founded two committees, i.e. procedural 
and admission and policy committee. Further, the paper discusses one of the most effective 
approaches for healthcare rationing that is practiced in U.K as it is based on controlling the 
healthcare cost through single authority to ensure health insurance coverage for all individuals, 
based on non-discriminatory principles, and uses Quality Adjusted Life Years formula for 
rationing the expensive drugs. Moreover, U.S. is the country where the healthcare insurance is
