A manager of the waste treatment facility for the city of Columbus Park, Illinois, Ann Paxton is in the process of preparing an annual expense budget. While eating lunch at her desk, she thought about the coming year. Next Year, my department will probably be asked to process some 9,000,000 gallons of waste. Our variable costs are about $.20 per gallon, and fixed costs are about $2,400,000. So, the total cost should be somewhere around $4,200,000. I better submit a budget of around $4,900,000. The city’s tax revenues are down and the city controller will probably reduce whatever budget I submit by 10 percent. And what if I end up incurring higher expenses than anticipated? A new labor contract for instance could increase costs by more than $300,000. Or waste could be 500,000 gallons higher than estimated. The last thing I want is to incur more costs than budgeted. I’ve got to stay within budget to have any chance for a promotion out of this stinking department.

Question

Discuss whether it is ethical for Ann to submit a budget for an amount higher than the cost expected to be incurred?

Plagiarism

Three common types of plagiarism you need to be aware of as a student:

  • Recycling a paper; “double-dipping”; self-plagiarism: Reusing a paper you have written for a previous course
  • Copying directly from a source without proper quotations or paraphrasing: When you try to pass something off as your own work
  • Not using proper citations

Per the Academic Integrity and Academic Dishonesty Handbook:

Your paper should have at least 80% of your own original thought, not “borrowed, paraphrased [or] quoted” from material pulled from the Internet, articles, journals, books, etc. Your thoughts, not someone else’s!

Budget is a significant tool used by an organization which plays a critical role in the
allocation of limited financial resources that the company possesses. The budgetary allocation is
typically done on a departmental level taking into considerations the expected expenses estimates
submitted by the respective heads. On the part of the departmental head or managers, a tendency
always exists whereby they overstate their expected requirements or expenditure so that they can
attain a higher budget which would allow them to take up incremental projects and enhance their
eputation in the organizational setup. Additionally, a higher budgetary allocation provides
greater chance for the department to meet the expenses within the budgetary limit that too
without being prudent in spending of money.
As per the relevant fact, Ann Paxton who is the waste treatment facility’s manager has been
given the task for preparation of the expense budget. As per calculations done by Ann, the
facility would require an expected budget...
