The healthcare had undergone enormous reforms since 1965 when healthcare reforms first
evolved. Hillary-Care and Obama-Care were both aimed at making a universal
comprehensive healthcare plan for all Americans and reduce the healthcare cost. Earlier,
healthcare was in place but it always had a scope of improvement so that it could reach to the
masses. Bill Clinton formed a task force to come up with a comprehensive healthcare plan in
1993 (Chusid, 2009). The core mandate of the plan was to provide health insurance coverage
all employers to all employees. On the other hand, Obama-Care was also aimed at
