Introduction
Congratulations! You have a new job as the Safety Manager at Chichittybang Constructions, a Division of Unicorn Incorporated. As
part of your new role, the Executive Management of the company has sent you on a mission to Australia to participate in a world
class OHS Systems management course at Wollongong University.
The aim of sending you to this course was to teach you about cultures, systems and how to take a business on a safety journey.
Management expects to see you use the material that you have been taught to benefit this business. The Unicorn Incorporated
Management Team are aware of what you have learnt in the course and are looking to see that their investment in you has been well
founded and that you use the subject material extensively.
As the new Safety Manager you are employed to achieve the following objectives:
1. Identify what needs to be done within the company to improve safety performance. In your report you are to identify the key
priorities and explain why these are the priorities you want the business to adopt to commence the safety journey. You should
consider:
Credible risks at the site
Incident history
Review of like industries to ensure that you have identified all of the key risks.
2. Develop a program with clear targets to change the safety culture. You should identify:
the key items you need to address immediately (now and in first year) and why these items are the highest priority work to be
done.
Future steps that you want to continue the progress (1-5 years). You should also explain why this program will be effective in
this company.
3. Develop measures (Key Performance Indicators with targets) to ensure that the program you have developed can be monitored
and reviewed for progress to ensure that the KPIs are met. These KPIs should be SMART – specific, measureable, achievable,
elevant and timely.
Your Task
You have been asked to produce a report explaining how you would achieve these objectives.
This report will contain:
1. Initial assessment of the site and it s̓ risks.
How would you go about assessing the risks and prioritise them. You do not need to do a full risk assessment but you
do need to describe the processes and techniques you would use. Clearly identify which risks are the ones that you
want to start working on and why. You should consider:
Credible risks at the site
Incident history
Review of like industries to ensure that you have identified all of the key risks. Data should be from Australian sources.
2. Safety Culture Program
Process for conducting the initial assessment - how are you going to start this task.
Intervention strategies - what are you going to do and why? These strategies should address the elimination of fatalities and
decreasing LTIFR.
3. KPIs and Targets
Provide a list of appropriate Work Health and Safety KPIs that are “SMART” and appropriate for where the company is on thei
safety journey. These KPIs should reflect what you have discussed in part 1 and 2 above.
Indicate how or if you expect these KPIs to change over the next 5 years and why.

Context of your task
You are the new safety manager of a construction company owned by Unicorn Incorporated, in the country of Chichityybang
There has been a recent change in management that has a new commitment and mandate to implement a new risk management
solution to improve safety and operations. Implementing a new approach to change culture and educate the workers in terms o
isk is now a priority. A Health and Safety System that will grow with the business is seen as one of the key steps in developing a
sound foundation for the future growth of the business.
Company Information
Chichittybang Constructions is owned by Unicorn Incorporated and is located in the country of Chichittybang.
Chichittybang is a small country that is rapidly developing and uses many itinerant workers who have limited education and
literacy.
Many of the workers come from farms in the local area and see the job as a way of providing for their families who remain on the
farms and small villages. They see the job opportunities as a way of providing a better future for their families and view the work
as very important so they can do well and earn money to support their families in this ever changing world.
The cu
ent safety culture at the Unicorn Incorporated construction facilities in Chichittybang is very poor with most people
elieving that production is the most important aspect of the working day.
This is reinforced by a situation where there is much unemployment in the local area and jobs at the site are highly prized.
Employees will do what ever they think it takes to get the job done. They believe that this is what is expected of them and what
they need to do to keep their job.
Chichittybang Construction Activities
Chichittybang Construction build warehouse and factory installations, the activities undertaken include:
Site preparations such as earthmoving and civil work
Erection of prefa

Roof and reroofing existing buildings
Expansions on existing sites

There are not many metrics kept at the site. They do not effectively use Key Performance Indicators and the ones they have are all
lagging indicators.

Anecdotally, its known that there are many near misses which the workers are too scared to report.
2. Halve the Lost Time Injury Frequency Rate (LTIFR) from 40 to 20;
The Lost Time Injuries can be categorised into the following:

Infected wounds from initially minor injuries
Hand injuries from tool use such as grinders, wrenches and injuries from pinch points
