The issue of deceiving the needy and starved people of Liberia in Africa has been highlighted in this case presented by Cole (2013). The two US government employees of relief projects to this country had sidetracked foods and tools that were funded as reliefs to the families of Liberia, who suffered from the consequences of the West African Civil War. They had encroached the needy people of their rightful relief of a worth of 1.9mn USD, which made their situation even worse. 
This fraud was facilitated because the two US government employees had not only diverted the ships that departed from USA away from Liberia but also faked their documentation of arrival. Hence, this falls under the category of misinformation through false documentation type of fraud. As mentioned by Thornton, Brinkhuis, Amrit and Aly (2015), in this type of fraud,
