Article: African American Community Leaders’ Policy Recommendations for Reducing
Racial Disparities in HIV Infection, Treatment, and Care: Results from a Community-Based
Participatory Research Project in Philadelphia Pennsylvania
The article talks about the policy recommendations so that racial disparities in treatment of
HIV can be reduced. The author have researched the African American community leaders
and surveyed the prevalence of HIV among them. The result is in stark contrast with other
communities leaving in America and the main reason cited in the article for the same is the
fact that in the cu
ent system, there are lot of racial disparities due to which African
American community actually don’t get the amount of required treatment or nursing.
According to U.S. Census Bureau data, African-Americans, Hispanics and Asians are
outstripping the general population not only in population growth but also in median-income
growth, making them ideal prospects for FSPs.
 Seventy-two percent of black Americans are very concerned about businesses and
other people obtaining their personal information; 57 percent of whites are similarly

 Seventy-nine percent of blacks say that a person cannot be too careful in dealing with
other people, compared to 59 percent of white respondents
 Sixty-two percent of Hispanics are concerned about keeping their personal
information private, compared to 57 percent of white respondents
Additionally, many recent immigrant communities may share an unwillingness to share
personal information based on experiences in their former homelands. It is essential that
personal health information be kept private and secure; however, this should be done in a
manner that does not allow individuals fine-grained control over what specific information
can be shared with which specific clinicians.
Rather than allowing patients fine-grained control over access to their medical data, care
delivery organizations (CDOs) should leverage technology to help build environments of
trust regarding the privacy of personal health information (PHI). Failure to do this can place
patients' lives at risk and lower the quality of care delivered.
Key Findings
 Lack of access/knowledge of clinical information can lead to significant clinical
complications.
 Most individuals are not knowledgeable enough to understand the ramifications of
estricting access to portions of their medical records.
 It is better to leverage computer-based patient record (CPR) system technology, which
ensures proper access to medical data, than to limit specific elements of the medical
ecord.
Recommendations
 Educate patients about the potential dangers of restricting access to data.
 Actively work to build an environment of trust rather than one of severe restrictions.
 Visibly monitor and enforce policies.
 Educate the public about the steps taken to protect their clinical data.
One of the benefits of using digital records rather than paper to store PHI is the removal of
the limitations of the media — clinicians no longer need to be physically present to access
charts. Better access to data can lead to lower costs, decreased complications and overall
etter care; however, these benefits come with the possibility of less privacy. As anyone who
has worked in healthcare can attest, paper-based medical records were far from being as
secure as the public believed. However, the conversion to digital formats has increased the
chance of even more misuse, whether accidental or intentional. CDOs are taking steps to
