Context and Problem
There have been an increasing cases and situations which is leading to the increase of the greenhouse gas emission and that is resulting into severe climatic change which is not good for the planet earth. Hawkins et al. (2018) have discussed that this greenhouse gas affect is causing because of the burning of the fossil fuels in a larger amount, the agricultural activities, the industrial activities and many more is increasing the concentration of the greenhouse gas effect and that is resulting into the global warming. With response to this the Government of Australia, particularly the local governments of Melbourne’s west and Geelong and Moorabool have formed an alliance that is called as Western Alliance for Greenhouse Action (WAGA).
WAGA will help in identifying the need to better understand the effectiveness of the different kind of program over the time that are being adopted to tackle the problem of greenhouse gas effect and track the performance of the of the responses these programs have taken as to judge and analyse the approaches taken by the programs. From the policy and priorities gathered from the WAGA the mission is to lead and support the collaborative actions to decrease the greenhouse gas emission and through the help of partnership between the local communities and the government along with the industry and the research bodies as to increase the resilience of communities and adaptive capacity as to ensure that they are sustainable and habitable in future (WAGA Adapt, 2020). 
Program and its Aim
The program to address the greenhouse gas effect, WAGA was established in the year 2006. The purpose of the establishment is to bring together the interested councils and the organizations committee as to working together in a collaborative manner as to respond to the climate change in the Australia.
