Task: Choose one of the health issues below and write an evidence-based parliamentary submission. Your submission should be making a clear link to relevant social determinants of health (that is, you're arguing for a position and linking it to the SDOH). From there, you should provide a policy recommendation(s) - what is it that should be done to make the policy healthier?

Remember that while the topic is important, the link to relevant social determinants of health is equally as important. To do well in this assessment task, you need to link together several ideas into a comprehensive and cohesive argument. The following health topics are those the government is having an 'inquiry' into:

1. The Northern Territory government is having an inquiry into housing for Indigenous Australians. The government is considering whether they (the government) should build housing for this group.

2. The Queensland state government is having an inquiry into the funding of social support outreach programs. They are considering whether they (the government) should continue providing funds to community organisations that run these programs.

3. The Western Australian state government is having an inquiry into school attendance/school completion.

4. The Federal government is having an inquiry into the issue of universal basic income. They are considering whether all Australians should be paid a regular, liveable and unconditional sum of money from the government.

Introduction
1.1 Aboriginal and To
es Strait Islander peoples are the indigenous population of the Australia. They are the original inhabitants of Australia and it is duty of government to help them progress and developed (AIATSIS, 2019).
1.2 Settlement on people in Australia led to the losing of culture and land of the indigenous population, which they still considered as the added disadvantage.
1.3 Indigenous Australian had undergone various struggles during their history from colonisation of British to fighting the wars.
1.4 After hundreds of years of struggle, Australia still has not become haven for indigenous people. It has been observed that these people face more problems than fewer opportunities (Gray and Tesfaghiorghis, 2018).
1.5 Past governments had made fewer policies to sustain indigenous population of Australia, which might help them at some level, but overall performance is mere marginal.
1.6 This report highlights the issues faced by indigenous population and tries to reason out the need to develop housing for indigenous population.

2.1 Still in 2019, indigenous people are fighting the war against various issues to survive the modern world. Instead of improving, their condition is degrading. As suggested by Theodore et al. (2016), life expectancy of these people is lower to the other Australian. Diseases like trachoma and leprosy still exists in these people.
2.2 High level of malnutrition and problem of alcoholism is very persistent among these people. Housing condition of these people is very poor. Education is below average and most of these people are employed in lower skilled jobs. Apart from high level of unemployment, discrimination towards them persists (Rudin, 2016).
2.3 U
anisation is not strong pursuit of these people. They believe in remain attach to their roots and culture, the consequence of this is they are backward in comparison to other Australians (Ya
a Healing, 2019). They were isolated from their traditions and culture to lead them to alcohol and drugs, which affect the development of this community.
2.4 As suggested by Freeman and Staley (2018), u
an indigenous population forced are either homeless or live in an overcrowded accommodation. This population lacks to enjoy many facilities, which are basic right of every individual in Australia.
2.5 Work is need to be done to improve the condition of this community. Housing can be the first step in developing the community
2.6 The rate of unemployment in indigenous population is twice the national average. These people lack any technological skills, which prevent them from seeking jobs in multinational organisation.
2.7 Lack of vocational training and poor access to the basic education reflects on the condition of the community.
2.8 High mortality and high neo-natal mortality rates can be seen in this community. It is three times that of the total population. All kind of diseases exists in this community. They are at the lowest index in health parameter.
2.9 It has been estimated that one-third of the indigenous families do not have adequate housing. Shortage of housing exists in this community from the beginning of u
anisation.
Housing condition of indigenous people
3.1 As per the 2011 census, estimated 209,000 indigenous households are house owner, which is around 36%. Around 11% of indigenous households have home outright. 25% were with a mortgage (Australian Institute of Health and Welfare, 2019).
3.2 Indigenous household were about half as likely as other households to own their home with or without a mortgage. Around 3 in 5 indigenous household rented their home, which is around 59% (Andersen et al., 2016).
3.3 29% of indigenous households have private renters. 26% lives in social housing and 4% rented on another type of property owners. Indigenous households were six times in social housing.
3.4 492,972 indigenous people were enumerated in their homes. Most of the indigenous people lived in rented houses, which is around 65%. There is difference in relation to social, with larger proportion of indigenous people living in social housing (36%) than indigenous households (26%) (Treasury, 2019)
3.5 The rate of overcrowding among indigenous household varied according to the housing tenure. The higher rates are among those living in social housing, which is 23% than the other tenure types.
3.6 Indigenous owners with or without a mortgage had the lowest rates of overcrowding, which is around 7% (Wuerch et al., 2019).
