The primary purpose of insurance is to mitigate risk. The high cost of health care in the U.S. necessitates health care insurance, because even common medical procedures can be too expensive for the average person if the cost is not subsidized. In 2012, before the implementation of the Patient Protection and Affordable Care Act (PPACA), more than 45 million people had no health insurance, including nearly 5 million children under the age of 18 (Centers for Disease Control and Prevention, 2013).

    Uninsured is a state, in which people do not have coverage of insurance, which includes medical insurance. This happens mainly in low income families where only one person earns for the entire family. In 2017, 28.5 million people were uninsured in America, which is 8.8 per cent of the total population (Bureau, 2018). The main reason behind remaining uninsured is very high cost of insurance coverage. Besides, some people do not get insurance coverage from their jobs.
    As mentioned by Cooper (2015), uninsured is only half of the problem, the remaining half of the problem is underinsured condition. Underinsurance is the state, in which an individual has some form of insurance but it does not provide them complete insurance. They are unable to get the treatment, which is out of their budget. The access to the health care services and resources are limited to them. Economic conditions are responsible for underinsured condition of the people.
